Pupils Better Than Teachers?
You should have pointed out that this comment comes in the section about ICT in primary schools. Even there the report uses the somewhat vague 'sometimes'. It's easy for headlines like these to get into the tabloid press without any of the clarifications and limitations in the original report. Much more interesting I think, is the way Ofsted lays into vocational qualifications. To summarise the report suggests that these aren't rigorous enough, they don't teach the right skills and students can pass them without knowing even the undemanding content they do encompass. Trouble is, in my somewhat limited experience, I think I'd have to agree.
